Mitchell Netburn

Mitchell Netburn
President & CEO

Mitchell Netburn is President & CEO of Samaritan Daytop Village. Mr. Netburn has over 30 years of experience in the government and health & human services sectors, establishing himself as an innovative policy leader on both the East and West Coasts.

A native New Yorker, Mr. Netburn was previously President & CEO of Project Renewal, a nonprofit focused on empowering homeless New Yorkers to obtain health, homes and jobs. Mitchell oversaw the agency’s innovative and award-winning programs, which annually served 15,000 clients with a staff of 800 and a budget of $80 million.

While Senior Vice President at F∙E∙G∙S Health and Human Services System, Mr. Netburn tripled the number of clients moving from public assistance to independence through a novel initiative that gained national and international recognition. Prior to joining F∙E∙G∙S, Mr. Netburn spent six years as the Executive Director for the Los Angeles Homeless Services Authority coordinating homeless programs for the City and County of Los Angeles.

Mr. Netburn has nearly 15 years of experience in high-level public service positions for both New York State and City government agencies. He was the First Deputy Commissioner at the New York City Department of Homeless Services where he ensured 23,000 homeless men, women and children received quality shelter and supportive programs each day. He also held the positions of Chief of Staff to the NYC Deputy Mayor for Education and Human Services as well as the Agency Chief Contracting Officer and the Assistant Commissioner for the Ryan White CARE Act Program at the NYC Department of Health.

Mr. Netburn has been honored with numerous awards for his commitment and dedication to public service including the 2018 Community Service Award from Behavioral Health News, a Commendation for Outstanding Service by the Board of Supervisors of the County of Los Angeles, the Courage Award from the Los Angeles Coalition to End Hunger and Homelessness, and the Angel Award from the Los Angeles Downtown Women’s Center.

Utilizing his expertise in the nonprofit and government sectors, Mr. Netburn is the Chair of the Coalition for Behavioral Health and the Treasurer of the Human Services Council. Mr. Netburn is a Board Member of Homeless Services United and previously served as their President for three years.

Mr. Netburn received a J.D. from the University of Wisconsin-Madison Law School and a B.A. in Biology from Oberlin College.

John Iammatteo

John Iammatteo, C.P.A.
Senior Vice President for Finance and Administration and Chief Financial Officer

John Iammatteo, C.P.A., is Vice President of Finance and Administration/Chief Financial Officer of Samaritan Daytop Village and is responsible for the oversight of the agency's fiscal operations. He has nearly 30 years experience in financial services and more than 19 years with Samaritan Daytop Village. During his tenure, Samaritan's revenues have more than doubled. At the same time, assets have tripled with the addition of new programs and the renovation of several facilities through capital funding grants in excess of $60 million. Mr. Iammatteo also oversees Samaritan Daytop Village's Information Technology and Human Resource Departments.

Mr. Iammatteo previously worked in the public accounting field holding positions at Rosen & Company and Ernst and Whinney (now Ernst and Young). He also served as Controller and Vice President of Finance at IBC Realty Group, a local development, sales and property management firm.

Mr. Iammatteo holds a B.B.A. from Baruch College. A long time soccer coach and recent Long Island Junior Soccer League "Volunteer of the Year" award recipient, Mr. Iammatteo is married and is the father of two daughters.

Alicia McFarlane

Alicia McFarlane
Chief Program and Legal Officer

Alicia McFarlane serves as Chief Program and Legal Officer for Samaritan Daytop Village. Reporting to the CEO, she directs the agency's portfolio of programs to ensure sound programmatic management, integration, new program implementation, and budget development. Ms. McFarlane also oversees all legal matters on behalf of the agency. In collaboration with the Executive Staff, she helps implement the agency's mission and develop its strategic vision and leadership.

Ms. McFarlane has over 15  years of experience in strategic organizational management. Prior to joining Samaritan Daytop Village, Ms. McFarlane served as the Vice President for Admissions and Criminal Justice Communications for Daytop Village, overseeing outreach, intake and marketing for five upstate residential substance use treatment facilities. Additionally, she was the liaison to the criminal justice community within one of New York State’s largest drug and alcohol treatment agencies.

Ms. McFarlane previously served as a Queens County Assistant District Attorney in the Narcotic Trials Bureau, Director of Misdemeanor Alternative Sentencing for Queens County District Attorney’s Office. She also served as a Program Director for NYC TASC (Treatment Alternatives for Safer Communities).

Ms. McFarlane holds a Juris Doctorate from Hofstra University School of Law, a Masters in Human Organizational Science with a Concentration in Criminal Justice Administration from Villanova University, and a Bachelor of Arts from Temple University.

Dr. Carolann Slattery

Chief Clinical Officer, Samaritan Daytop Village
Superintendent, Daytop Preparatory Academy

Dr. Carolann Slattery Ed.D., LCSW-R, is the Chief Clinical Officer for Samaritan Daytop Village. In this role, Dr. Slattery oversees all clinical and quality assurance activities for the agency's programs across New York City, Long Island, and the lower Hudson Valley. She also ensures the delivery of evidence-based practices while monitoring and evaluating clinical outcomes.

Dr. Slattery is passionate about her work in the addiction treatment field and is an advocate for individuals with addiction and mental health concerns. She has worked with adolescents, adults, and families for three decades within the behavioral health, judicial, and educational systems.

Previously, Dr. Slattery was Vice President of Outpatient Services for Samaritan Daytop Village. She served in the same role at Daytop Village before its merger with Samaritan Village in 2015.

In addition, Dr. Slattery serves as the Superintendent of The Daytop Preparatory Schools in Suffolk and Rockland Counties. For the private charter school, Dr. Slattery leverages her prior experience as a special education advocate and clinical specialist and the former Vice President of the Special Education Committee for Rockland County.

A certified CASAC trainer, Dr. Slattery is an Adjunct Professor of Psychology at several universities. She is a prolific writer, having authored evidence-based curricula, literature reviews, and program evaluations.

Dr. Slattery has a BA in Communications from Dominican College, MS in Literacy and Education from Long Island University, MSW from New York University, and an EdD and a PsyD in Counseling Psychology, Administration, and Supervision from Argosy University.

Michelle DeMott

Michelle DeMott
Vice President of External Affairs

As Vice President of External Affairs, Michelle DeMott directs the agency's strategic relationships and communications with Federal, State, and City entities and community partners. Through her work, Ms. DeMott develops plans to further enhance the agency's existing network of partnerships and alliances. On behalf of the agency, she promotes advocacy campaigns and provides testimony on key social policy issues for the substance use, homeless, mental health, and human services fields.

Ms. DeMott has more than 25 years of experience in the behavioral and primary health care, substance use treatment, harm reduction, and criminal justice fields. She served as the Regional Director of Operations for Brightpoint Health’s Brooklyn/Queens Adult Day Health Care Programs. While there, she facilitated programmatic redesign, initiated and implemented the transition of services into Medicaid Managed Care, and directed operations in the planning and delivery of client services.  

Ms. DeMott also worked in community corrections as the Program Director for Brooklyn TASC (Treatment Alternatives for Safer Communities) and Probation Officer with the NYC Department of Probation. While in the field, she led numerous other initiatives for individuals involved with the justice system.   

Ms. DeMott holds an M.A. in Social Policy with a concentration in Drug Policy from SUNY Empire State College, and a B.A. in Criminal Justice from Long Island University/C.W. Post where she graduated Magna Cum Laude. 

James Hollywood

Jim Hollywood
Vice President of Residential Treatment

James Hollywood, LCSW, is Vice President of Residential Treatment and oversees the organization’s 12 residential substance use treatment programs with over 1,100 beds and serving 3,000 clients each year. Mr. Hollywood brings more than 25 years of experience working in the fields of substance use, mental health and homeless services.

In his previous role as Assistant Vice President, Mr. Hollywood worked to develop skills among the treatment staff in delivering motivational interviewing and cognitive behavior based therapies. He also worked on the expansion of Samaritan Daytop Village’s use of medically assisted recovery and withdrawal management. In 2013, Hollywood was honored with the Commissioner’s Service Award for Treatment by the New York State Office of Alcohol and Substance Abuse Services.

Prior to joining Samaritan, Mr. Hollywood worked at Palladia, a New York City based social service agency, where he successfully implemented enhancements to address co-occurring mental health and substance use. Mr. Hollywood helped develop "Let's Get Organized," a program to help clients improve organization and time management skills to facilitate successful re-entry into community life. This intervention was recognized by U.S. Department of Health and Human Services’ Agency for Healthcare Research and Quality as an innovative practice.

Mr. Hollywood holds a BA in Sociology from St. John's University and graduated with an MSW from Hunter College School of Social Work.

Jerry Heaney

Vice President of Transitional Housing

As Vice President of Transitional Housing, Jerry Heaney manages Samaritan Daytop Village's portfolio of 28 family and single adult shelters, which provide temporary housing to more than 3,700 homeless New Yorkers each night. In this role, he also oversees our collaboration with the NYC Department of Social Services, NYC Department of Homeless Services, NYS Office of Temporary and Disability Assistance, and other government and private entities.

Mr. Heaney spent his entire career at Samaritan Daytop Village, having joined the agency in 1990. He most recently served as Assistant Vice President of Transitional Housing and before then Senior Director for the agency's shelter and annex sites. Over the years, his increasing levels of responsibility have included positions as Assistant Program Director, Clinical Supervisor and Case Manager.  Mr. Heaney holds a Bachelor’s Degree in Community and Human Services from Empire State College and a Master’s Degree in Public Administration from John Jay College. An avid swimmer, he resides in Staten Island with his wife and two daughters.

Charles Madray

Charles Madray
Vice President for Health Services and Community Based Programs

Charles Madray, RPA-C, MBA, is Vice President for Health Services and Community Based Programs. He oversees Samaritan Daytop Village's health care network partnerships, prevention programs and health care services.

Mr. Madray is an administrator-physician assistant-researcher with training in internal and addiction medicine. Mr. Madray started his career twenty-nine years ago at the Addiction Research and Treatment Corporation (ARTC), an outpatient substance use treatment service provider. He held several positions at ARTC and concluded his tenure there as Chief Operating Officer.

Mr. Madray is a graduate of the Harlem Hospital Physician Assistant Program at the CCNY - Sophie Davis School of Biomedical Education. He is a Fellow Member of the American Academy of Physician Assistants and Member of the New York State Society of Physician Assistants. He holds an MBA in strategic management and finance from the University of Phoenix.

Jerry Mascuch

Jerry Mascuch
Vice President of Real Estate

As Vice President of Real Estate, Jerry Mascuch manages Samaritan Daytop Village's portfolio of permanent housing programs, which provide formerly homeless and low-income New Yorkers with safe and affordable housing. In this role, Mr. Mascuch identifies and pursues new real estate opportunities and maximizes the potential of the agency’s current property holdings.

Mr. Mascuch has over 25 years of experience in affordable, special needs and transitional housing in New York City. Previously, he served in leadership positions with several New York City based non-profit housing and community development organizations. At Brooklyn Catholic Charities, he participated in the development, preservation and management of hundreds of housing units. He also led real estate efforts at East New York Urban Youth Corps, Goddard Riverside Community Center, and Win (Women In Need). Additionally, Mr. Mascuch originated and underwrote bond transactions while at the NYC Housing Development Corporation.

Mr. Mascuch holds a bachelor’s degree from the University of Rhode Island and studied Urban Planning at Pratt Institute. Mr. Mascuch resides in Brooklyn, NY with his wife and four children.

Jill Poklemba

Jill Poklemba
Vice President of Development and Communications

Jill Poklemba is the Vice President of Development and Communications at Samaritan Daytop Village. She has over 20 years of experience in development, public policy, and communications with organizations focused on social change.

Prior to joining Samaritan Daytop Village, Ms. Poklemba oversaw the Gay Men’s Health Crisis’ institutional grants portfolio, which included Federal, State, and City government applications and private foundation grants. At OnPointNYC, she maximized private donations for the nation’s first government-sanctioned Overdose Prevention Centers as well as government funding for other harm reduction and health care services for people who use drugs.

Previously, Ms. Poklemba served as the Vice President of Advancement at the Girl Scouts of Greater New York and spent nine years as the Vice President of Development and Communications with The Fortune Society, a non-profit organization dedicated to promoting successful re-entry and alternatives to incarceration.

For the government, Ms. Poklemba began her career as a Program Associate in the Communications & Speechwriting Office of NYS Comptroller Carl McCall. She was also a Legislative Analyst for the NYS Assembly’s Committee on Social Services and a Committee Assistant for the Committee on Children and Families.

Ms. Poklemba obtained a Master's degree in Public Policy from Rockefeller College at SUNY Albany, and a Bachelor's degree in Psychology from the College of William & Mary.

Deirdre Rice-Reese

Deirdre Rice-Reese
Assistant Vice President of Residential Treatment

Deirdre Rice-Reese serves as Assistant Vice President of Residential Treatment for Samaritan Daytop Village, where she oversees the veteran and upstate residential treatment programs (in Ulster and Duchess counties) and ensures appropriate and quality admission referrals. Ms. Rice-Reese also coordinates outreach to community partners and other referral providers, and provides customer relations and related services to our referral base. She has nearly 25 years of experience in social services and management of substance use treatment programs and facilities.

Ms. Rice-Reese was previously Program Director of Samaritan Daytop Village’s Highbridge Residential Treatment program, a 152-bed co-ed residential treatment facility in the Bronx. Prior to that, she spent 20 years at Phoenix House serving as a program director and later Vice President, gaining expertise in client admissions, court-mandated programs, national training, quality assurance and residential facility management.

Before her career in social services, Ms. Rice-Reese served in the U.S. Air Force for six years. She is a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) and holds a Master of Public Administration from Baruch College and a Bachelor of Professional Studies from Audrey Cohen College (now Metropolitan College of New York). She currently serves as the Chair of the Cultural Competency Committee for the NYS Association of Substance Abuse Providers (ASAP). Ms. Rice-Reese is married with one son and two grandchildren.

Alyssa Sanchez-Cook, LMHC

Assistant Vice President of Transitional Housing

As Assistant Vice President of Transitional Housing, Alyssa Sanchez-Cook, LMHC, oversees the clinical management and administrative operations of 28 family and single adult shelters throughout New York City. She has nearly 20 years of experience in the fields of behavioral health, workforce development and homeless services.

Ms. Sanchez-Cook joined Samaritan Daytop Village in 2017 as Program Director for a female adult shelter and was promoted to Senior Director of Transitional Housing with oversight for six shelters. Previously, she was Senior Director of Vocational Services for the WeCARE program at FEGS Health and Human Services where she provided job search and training services to more than 2,000 adults with medical and mental health conditions. At EAC Network, she managed multiple vocational programs funded by the U.S. Department of Housing and Urban Development, New York State Office of Addiction Services and Supports, and the Nassau County Department of Social Services.

Ms. Sanchez-Cook holds a Master of Arts in Rehabilitation Counseling from New York University and a Bachelor of Science in Human Development and Family Studies from Cornell University. She is a Licensed Mental Health Counselor and is certified as a Recovery Coach and an Offender Workforce Development Specialist. Since 2005, Ms. Sanchez-Cook has been a site supervisor for practicums and internships at Hofstra University’s Counseling and Mental Health Professions program.

Harry Scott, Jr., J.D.

Assistant Vice President of Residential Treatment

As an Assistant Vice President of Residential Treatment, Harry Scott oversees Samaritan Daytop Village’s “downstate” portfolio of residential treatment programs and determines clients’ eligibility and medical necessity for treatment. In this role, Scott also manages bed utilization and appropriate placement of clients into our system of care. He previously served as Program Director for the agency’s Van Wyck Residential Treatment Program in Queens.

An accomplished attorney, Mr. Scott embraced a new career when he joined Samaritan Daytop Village in 2005 as a Case Manager. Prior to joining the agency, he spent nearly 30 years as a lawyer and general counsel with a specialty in labor relations. He represented organizations such as the National Labor Relations Board, the U.S. Department of Labor and New York City Off-Track Betting. He later spent seven years in private practice providing legal services to clients in criminal, landlord/tenant and family court cases.

Mr. Scott previously served as an Adjunct Assistant Professor in the American Studies Department for the SUNY College at Old Westbury, and in the Labor Studies Program at Queens College. Mr. Scott received his Master of Social Work from Hunter College, and both a Juris Doctor in Law and a Bachelor of Arts in Political Science from the University of Pittsburgh. He is a Certified Alcohol and Substance Abuse Counselor (CASAC), and holds a graduate certificate from Cornell University’s Minority Labor Arbitrator Development Program. Mr. Scott is a Board Member of the Faith Mission Alcohol Crisis Center.
